BVIFB is used when goods and or services are required that staff has first hand experience and they will evaluate the goods and or question the service required.

IFB is used for goods that staff feels that the quality is there and we are looking for low bid.

RFQ is used for specialized service such as certain consulting services such as an Architect and Engineer (A & E) service

Do local vendors receive preference?
No, following the Federal Acquisition Regulations (FAR), and with federal monies being spent we can not give local vendors any advantages.

Do you take samples?
No, samples must be requested by COTPA in writing.

Do you have mandatory pre bid meetings?
No, following the FAR, mandatory pre bid meetings would give local vendors an advantage.

No, there is no exceptions for receiving late bids or proposals.

Do you evaluate vendors?
Yes, all contractors are to be evaluated at the end of the contract as the evaluation is a federal regulation.

Do you follow the City of Oklahoma City Procurement Guidelines?
Yes we follow the city procurement guidelines, however we must incorporate all the Federal Rules and Regulations and the Federal Acquisition Regulations (FAR).

Can you buy off a City's Contract?
Yes, however we must have the contractor fill out the Federal Assurances and Certifications for our contract file.
